I was stationed in South Korea as the AF Communications Security Officer in 1982. Even at that time there were officers and enlisted men of questionable character. I found most Lt Colonels to be merely concerned about job security. Some of the Colonels (O6) and senior enlisted (E8) were criminals, not deserving of their rank or responsibilities. The line between following orders and enforcing security regulations was very difficult to navigate. Even with all the evidence, filing charges against these individuals was suicidal.
